Digital engineering is gaining traction in the U.S.Department of Defense(DoD)as a method to enhance system flexibility,address obsolescence,and minimize design defects.However,there is no unified definition or framework for digital engineering across the DoD and its government contractors.This lack of convergence presents challenges in standardizing practices and ensuring seamless integration within projects.

The DoD’s efforts in adopting digital engineering focus on improving the lifecycle of complex systems by leveraging digital tools and technologies.By incorporating simulation-based models,real-time data analytics,and digital twins,the DoD aims to increase system reliability,reduce development costs,and shorten delivery timelines.The approach also emphasizes continuous monitoring and iterative design,which supports long-term sustainability.

A key challenge in implementing digital engineering is aligning various stakeholders,including defense contractors,systems engineers,and government agencies,on a common framework.Disparities in terminology,methodologies,and tools hinder effective collaboration and knowledge sharing.As a result,there is a growing need for standardized processes to guide digital engineering adoption and application across different projects.

To address these challenges,this research analyzes government publications,memos,presentations,and industry reports.By synthesizing insights from these sources,it aims to propose a framework for digital engineering initialization that promotes consistency and facilitates cross-organizational collaboration.Such a framework would provide clear guidelines for integrating digital engineering into defense projects,ensuring that all parties are aligned on goals,processes,and expectations.
